Dr. Barker is an accredited airport executive with extensive education in engineering, earth sciences, land-use analysis and business administration. He holds the FAA commercial pilot certificate with ratings for single and multiengine airplanes, helicopters, gliders and instrument flight, and has 5,000 hours of pilot time in more than 30 aircraft types.
Dr. Barker has more than 40 years of relevant professional experience in the United States, Asia, Europe, and Latin America. Included are extensive aviation operations, airport management, airport facility design and construction oversight, regional and local land-use analysis, airport master planning, aviation management training, and university-level teaching. Projects have included commercial and general aviation airports, military airfields, and an industrial airpark.

Dr. Barker has provided airport management and system consultation to local governments and to the Brazilian Ministry of Aeronautics. He has also been involved in an airport system study for the Florida DOT, development of automated airport planning process and the training of international aviation managers.
