 Preventing Drug and Alcohol Abuse

Using alcohol and drugs is a risky proposition. These substances impair perception and judgment, which leads to many problems. Poor work and school habits, trouble with the law, family problems, and medical disorders are common among those who intentionally abuse alcohol and drugs.

Many of us use alcohol and drugs on a casual basis or for medical reasons. There are a few, however, who cross the line and begin having drug and alcohol related problems. How can you tell if someone is having such problems? Sometimes, it is not easy. Many who have drug and/or alcohol problems will not ask for help and will do everything possible to hide their problem or deny it. There are, however, certain warning signs that may indicate when someone is losing control by drinking too much alcohol or by using drugs:

- Getting drunk or high on drugs regularly.

- Lying about many things, particularly about the amount of drugs or alcohol used.

- Avoiding family and friends who don’t use drugs or alcohol to get high or drunk.

- Constantly thinking about using drugs or drinking.

- Getting in trouble with the law or getting suspended from school.

- Taking risks such as driving under the influence.

- Missing work, poor work performance, or firing due to drinking or drug use.

On July 21, 2010, President Barack Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act into Federal Law. A component of this legislation, the "Durbin Amendment", specifically targets the processing of transactions originating from debit cards and prepaid cards, which includes Health Reimbursement Account (HRA) and Flexible Spending Account (FSA) benefit cards. The changes directed by this legislation go into effect April 1, 2013 and will impact how merchants use your ICUBA Benefits MasterCard.

To comply with this legislation, you will now have a unique Personal Identification Number ("PIN") associated with your current ICUBA Benefits MasterCard. You may be prompted by some merchants to enter this "PIN" at the point-of-sale when purchasing eligible items. It is important to note:

?There is no need for you to obtain a new ICUBA Benefits MasterCard at this time.

?There will be no changes to your benefit plan(s).

? You can continue to purchase eligible items at the same merchants where you already shop.
