INTRODUCTION

Florida Tech appreciates the cooperation and courtesy shown to one another by students, staff, administration faculty, and friends who observe the established rules and regulations.

Rules and regulations have been put into effect to control the use of limited parking facilities and to eliminate inconveniences and dangers to members of the community. These rules are subject to change upon notification.

Because of an ever-increasing flow of traffic through the campus, individuals are requested to cooperate by keeping the use of motor vehicles on campus to an absolute minimum.

Vehicle registration is essential if the Office of Security and Safety is to assist in cases of theft, fire, vandalism, accidents, and in the control of traffic on campus. The Office of Security and Safety may be unable to assist in such cases if a vehicle is not registered.

Each person using a vehicle on or near the campus should know and abide by the rules and regulations stated herein.

Florida Tech assumes no responsibility for vehicles parked or operated on university property, nor for articles left in them. The risk remains fully with the operator and/or the owner of the motor vehicle.

Motorcycles, motorbikes, mopeds, and scooters are defined as motor vehicles for the purposes of these regulations.

Vehicles seen on campus and not bearing a Florida Tech parking decal will be checked with the State Department of Motor Vehicles to ascertain ownership.

It should be understood that from time to time blocks of parking spaces will be reserved for special events.

Florida Tech does not discriminate on the basis of race, color, sex, handicap, age, or national or ethnic origin.

These regulations are effective until superseded.

AUTHORIZATION

Qualifying members of the university community holding valid operator's licenses are privileged to use properly registered motor vehicles (bearing valid state registration) on Florida Tech's property.  These privledges can be revoked by the Director of Security for cause.

The Director of Security and Safety, Florida Tech, has been delegated authority to enforce these regulations.

VISITORS

All visitors are required to get a visitor’s parking pass.  These passes can be obtained at the Security Office upon your arrival to campus or prior to your arrival by the person you are visiting. Visitor’s wishing to obtain a parking pass must have a valid driver’s license and a brief description of their vehicle (including license plate).  Visitor passes for periods of time exceeding one calendar week will incur a charge of $1.00 a day up to $30.00 per semester.

The Florida Tech Director of Security and Safety has been delegated authority to enforce all regulations herein and reserves the right to deny parking to any visitor.

REGISTRATION REGULATIONS

Automobiles, motorcycles, motor scooters, mopeds, and other motorized vehicles to be used on university property, including/but not limited to university parking facilities, must be registered in the university's Office of Security and Safety. Parking decals are color coded to facilitate parking administration. Signs are posted at the entrance of all parking areas denoting the decal color assigned to park in that particular lot. Decals remain the property of Florida Tech and may be removed from any vehicle by a security officer. Motorized skateboards are not authorized for use on Florida Tech property.


1. Before a vehicle may be registered, a valid student identification or proof of employ¬ment at Florida Tech must be shown. A valid operator's license and a valid state registration must also be presented when initially registering the vehicle.


2. No one may register a vehicle for another person.


3. All vehicles must be registered within 2 weeks of the start of Fall and Spring terms and within 1 week of the start of Summer term. If the vehicle is brought to the university during an academic term, the vehicle must be registered within three (3) days of your arrival at Florida Tech. Failure to adhere to this policy will result in a $50 fine for each day the vehicle is not registered. If, for any reason, one must operate a vehicle that is not registered with Florida Tech, contact the Office of Security and Safety to obtain a temporary parking pass. Students and Employees not adhering to this policy will be subject to a fine of $50 for each day the vehicle is not registered and possible disciplinary action by the University Disciplinary Committee.
Employees must obtain a current year decal within 2 weeks of the beginning of the new academic year in the fall.
Faculty and staff decals are issued on an annual basis on or about August 1. All students, adjunct faculty and contract employees can choose to either purchase a decal per semester or a yearly decal at a discounted price.

4. All vehicles must have a current safety inspection sticker, if required by the state issuing the vehicle registration.

5. All students using a car, regardless of ownership, must register the car if it is to be parked or operated on Florida Tech property. Graduate Assistants receive student decals.

6. Vehicles with temporary license tags must also he registered using the temporary license number. Upon receipt of a permanent registration, you must report the num¬ber of the license plate to the Office of Security and Safety.

7. All persons driving, or who wish to drive, vehicles anywhere on university property, must show appropriate identification (to include student identification), if so requested by any member of the university's Office of Security and Safety. Failure to adhere to this policy is a violation of the University Disciplinary Code.

8. All vehicles must be registered within three (3) days after arrival on campus.

9. On-Campus students may register only one vehicle; Off-Campus students may register one vehicle and one motorcycle; faculty and staff may register two vehicles. Faculty and staff may transfer permits from one vehicle to another.

Upon vehicle registration, registrant will receive a parking sticker that must be displayed so that it is CLEARLY visible from the rear of the vehicle. The motorcycle decal may be placed on the front fork or rear fender of a motorcycle, moped or scooter.

It is the responsibility of the registrant to remove the decal and to notify the Office of Security and Safety if and when the vehicle is sold or no longer in use. Otherwise, fines will continue to be charged to the former owner (registrant).

Students who receive more than three tickets in one semester may lose the right to park on campus or be towed, at the discretion of the Director, Security and Safety.

Vehicles with Panther license plates are eligible for reduced rates of up to 50 percent. Contact the Office of Security and Safety for those rates.

TRAFFIC REGULATIONS

Traffic rules, regulations and directive signs governing the use of motor vehicles are in effect 24 hours a day, unless specifically stated otherwise.

Motorists, bicyclists, and skateboard operators must give right-of-way to pedestrians.

The campus speed limit is 15 mph unless otherwise noted. Speed limit in parking lots is 10 mph.  Vehicle speed may be checked by radar.

Unnecessary noise from horns, mufflers, stereos or any other noise-making device is strictly prohibited on campus at all times, and a violation may result in a fine.

Driving around a barricade, tearing down, altering, defacing or removing any traffic control device is prohibited and subject to possible arrest and fine.

All Florida traffic laws are applicable even though not specifically mentioned herein.

Motorcycles, mopeds, and motor scooters under power are only allowed to operate on roadways designated for MV travel.

No student vehicles are allowed to park in the Main Entrance Parking Area at any time.

Motor vehicles shall never be taken into any residence hall or any other university building.

 

Carts are defined as all four-wheeled conveyances propelled either by gasoline or bat­tery. Included in this definition are golf carts, Gators or other similarly designed units.

All carts operated on campus must be driven with due care and at speeds designed to prevent injury to property or persons. Carts will only cross highways perpendicularly.

Carts operated between dusk and dawn must be equipped with operating headlights, which must be illuminated when the cart is in motion.

PARKING REGULATIONS

Motorcycle parking is limited to areas designated across cam­pus as MC parking only.

Vehicles must be parked only in spaces specifically marked for parking and within the painted lines. In unlined lots, vehicles must be parked at right angles to curbs and clear of obvious traffic aisles that allow access to and within the lot. If in doubt—do not park. Parking is prohibited along any roadways or service lanes.

Parking on property adjacent to campus is prohibited.

All vehicles must be parked nose in.

 

Motor scooters, mopeds, motorcycles or other motorized two-wheeled vehicles must be parked only in special racks, motorcycle pads or areas designated for motorcycles. Motor scooters, mopeds, motorcycles or other motorized two-wheeled vehicles shall not utilize parking spaces reserved for four-wheeled vehicles or sidewalks.

Double parking occupied or unoccupied vehicles is prohibited at all times.

Parking on grass, sidewalks, crosswalks, loading zones or on the streets (except where specifically marked for parking) is prohibited.

When utilizing loading zones for load/ unload only—four-way flashers must be activated. No vehicles are permitted in the residence hall quadrangle courtyard or on grass areas adjacent to the residence halls.

Students, faculty, and staff will not park vehicles in "Visitor Spaces" or "Reserved Spaces" during the hours of 8 a.m. to 5 p.m., Monday through Friday.

No one shall touch, cause a motor vehicle to be moved from its parking spot without the permission of its owner or tip over a two-wheeled motor vehicle for any reason.

TOWING

Any vehicle illegally parked on campus may be towed at the owner's expense.

All vehicles being towed will be assessed a towing fee and storage fee by the towing company in addition to all fines imposed by the Department of Security and Safety.

Disabled vehicles will not be left on campus. Disabled or abandoned vehicles will be towed away at the owner's expense after 48 hours. Major auto repairs on campus are prohibited.

No student vehicle can remain on campus, including student parking lots, from end of summer term to the week before fall semester begins. Students not attend­ing a summer term will not be permitted to use student parking facilities.

Vehicles not bearing state registration plates or bearing expired plates will be consid­ered as abandoned motor vehicles and towed at the owner's expense.

Non-Student Vehicles or Non-Faculty/Staff Vehicles will be posted for tow after receiving 3 tickets and towed thereafter at owner’s expense.  An additional towing feeing and tow operator’s fee will be added to all ticket fees at time of towing to be paid by vehicle owner upon release of vehicle by towing company.

Special parking spaces for the handicapped exist throughout campus. A state-issued handicapped decal or license plate is required to park in these areas. Unauthorized use of such spaces is prohibited by state and federal laws, and the violator's vehicle may be towed away at the owner's expense.

It is absolutely prohibited to park a vehicle along the service road north of Campbell and Evans Halls or the fire lane circle at Evans Hall. The area between Shaw and Grissom Halls has been designated by the Melbourne Fire Department as a fire lane and must be kept open at all times. This is a TOW AWAY ZONE and will result in a minimum $100 fine and possible disciplinary action. In addition, legal action may ensue by the Melbourne Fire Department.

Parking in the Residence Quad area is 15 minute parking only.  The circle in front of the residence hall quadrangle is a fire lane. This circle must be kept open for vehicles that load and discharge passengers. Owners of vehicles illegally parked there will be subject to a minimum $100 fine in addition to possible legal action by the Melbourne Fire Department. This area is a TOW AWAY ZONE.

A special permit will be reserved for those who are authorized to park directly in the main entrance parking lot at the Office of the President. Otherwise, no student, staff, or faculty vehicles will use this area at anytime.

Boat trailers, utility trailers, and travel trailers are not permitted to be parked anywhere on campus. All such trailers will be towed away at the owner's expense.

PROCEDURES

All lot designations, restrictions, and regulations will be enforced 7 days a week 24 hours a day.

Southgate parking is authorized in designated parking areas only; not on grass, throughways, sidewalks or patios.

Reserved parking at the Evans Hall fire circle, the Security Office, the 15-minute parking zone at the residence hall quadrangle fire lane circle, and selected and marked spots in the MEPA are in effect 24 hours.

All vehicles or operators involved in violation of traffic or parking regulations will be ticketed.

If any vehicle is found on campus in violation of any provision of these regulations, the person in whose name the vehicle is registered (in campus or state records) shall be responsible for the violation even though it is driven by another person.

Vehicles may not he left on campus during the summer semester unless the driver is registered for summer classes or is otherwise employed by the university.

Minor accidents on campus may be reported to the Office of Security and Safety, who will determine if the Melbourne Police Department should be called. Any accident resulting in injury or serious vehicle damage must be reported and investigated by the Melbourne Police Department.

PAYMENT OF FINES

Staff and faculty members who receive a citation will be allowed two (2) weeks from the issue date on the citation to pay the fine. If it is not paid within this period of time or no appeal is filed, the fine amount will be deducted from their payroll check.

Students who receive citations will have the fine amount charged to their student account after three (3) business days. All outstanding fines must be paid prior to reg­istering for the next academic semester. Graduating students must pay all outstanding fines prior to graduation.

Continual or flagrant disregard of university traffic regulations may result in disciplin­ary action, revocation of parking privileges, towing of vehicle, or all of the above.

APPEALS

Traffic citations issued to students, staff, etc. are presumed to be valid.

Any person wishing to appeal a citation must do so in writing to the Appeals Committee. This must be done within three (3) business days of the issuance of the citation. Appeals will not be accepted after the three-day limit.  Appeals will not be accepted for failure to have a valid decal.

Only in extreme cases will citations be waived.

Appeals must be for reasons other than disagreement over the cause given on the citation.

The Traffic Appeals Board has final decision-making authority regarding appeals. Deci­sions on appeals will be e-mailed to the individual submitting the appeal.

REPLACEMENT OF PARKING DECAL/CHANGE IN VEHICLE USE

Any transfer of ownership such as purchase, sale or exchange of a vehicle that bears a Florida Tech parking decal must be reported promptly to the Office of Security and Safety.

If the parking decal is damaged, the number fades, or the decal fails to adhere properly, it may be exchanged at no charge by bringing the damaged decal to the Security Office and applying for a new one.

Charges will incur from lost decals.

Vehicles that change in class of primary use (e.g., staff or faculty vehicle that becomes student vehicle, etc.) must have the Florida Tech registration changed. The fine for failure to change vehicle registration is $50.

BICYCLES

Bicycles may be registered at the Office of Security and Safety.

Bicycles are to be locked to bicycle racks ONLY.  Any bicycle found locked to anything other then a bicycle rack will have the lock cut at the owner’s expense and the bike removed.

Bicycles in disrepair will be may be removed at anytime.

Bicycles left on University property after the end of Spring Semester will be donated to charity.
