Start a Proposal
The Office of Sponsored Programs (OSP) supports faculty at each step.
Contact the Office of Sponsored Programs early in the process, ideally at least 10 business days before the sponsor deadline, for consultation on proposal development and submission.
OSP helps with:
- Reviewing sponsor requirements
- Assisting with budgets and required documents
- Coordinating subcontract documentation
- Ensuring regulatory compliance
- Reviewing and submitting the final proposal package
Florida Tech uses Cayuse for proposal preparation and submission, and for managing research administration activities such as animal oversight, intellectual property, outside interests and human ethics.
If the project involves regulated activities, the appropriate approvals must be initiated. Training may be required, as well.

- Human subjects
- Vertebrate animals
- Biohazards
- Radioactive materials
- Recombinant DNA
- Controlled substances
- Export control
The complete proposal must be provided to OSP at least three full business days before the sponsor deadline. This allows time for:
- Administrative review
- Compliance verification
- Budget and documentation checks
- Institutional approval confirmation
OSP conducts the final institutional review to ensure the proposal:
- Meets sponsor requirements
- Includes required documentation
- Has the appropriate approvals
OSP then submits the proposal to the sponsor.
The Office of Sponsored Programs is the authorized office for submitting proposals on behalf of the university. Faculty do not submit proposals directly unless explicitly authorized by OSP.
Pre-Award Process
OSP Role
The Office of Sponsored Programs (OSP) supports PIs throughout the pre-award process.
Services provided by OSP to support PIs include:
- Review sponsor guidelines, identify key requirements
- Assist with budget preparation, related documentation and proposal submission forms
- Prepare required sponsor administrative forms
- Ensure that all Florida Tech information in the proposal is accurate and complete
- Contact and collaborate with partner institutions to secure any necessary subcontract documentation
- Assure all regulatory requirements and export control issues are identified
- Review the final proposal package to ensure all administrative requirements have been met
- Complete the final submission package, upload final documents and forms and submit to the sponsor
PI Responsibilities
A principal investigator (PI), typically a faculty member, provides the intellectual leadership for a project and assumes overall responsibility for directing the research, managing funding and ensuring compliance with university policies, federal regulations and sponsor requirements for grants, cooperative agreements, training or service projects, clinical studies and other sponsored research.
PI responsibilities include:
- Prepare the technical proposal and collaborate with OSP on the budget and supporting materials
- Ensure the complete submission meets the sponsor’s program guidelines
- Identify sub-recipients and consultants
- Request cost-sharing dollars, if required
- Satisfy regulatory research requirements (e.g., use of human subjects, biosafety, etc.)
- Assure the final proposal is properly endorsed and communicates to OSP staff to obtain appropriate approvals
