Policy Purpose
In compliance with federal regulations (34 CFR 668.43) and the State Authorization Reciprocity Agreements (SARA), Florida Tech must disclose whether its programs designed and advertised lead directly to licensure or certification and indicate whether those programs’ curriculum meets or do not meet the educational requirements for licensure or certification in each U.S. state and territory.
If a program does not meet the educational requirements for licensure or certification in the U.S. State or territory in which the Florida Tech student is located, the student must attest that they intend to seek employment in a state in which their intended program does meet the education requirements for professional licensure or certification. If they cannot provide this attestation, Florida Tech cannot enroll them in the program leading to licensure.
Policy Statement
Effective July 1, 2024, students in professional licensure programs must:
- Be located in a state or territory where the program meets licensure requirements or must submit an attestation letter indicating that they plan to seek licensure in a qualifying state.
- Be limited from enrolling in online courses in their first semester of attendance if they are enrolled in an on-campus licensure program as defined in this policy and their prospective student location is in a “does not meet.”
- May complete a program if they were in a “meets” requirements location at the time of initial enrollment but subsequently report a change to a location that “does not meet” requirements for licensure.
- May complete a program if they were in a “meets requirements” location at the time of initial enrollment but the requirements in their location change.
Students enrolled before July 1, 2024, may complete their program regardless of location.
Definitions
Professional licensure program. A professional licensure program is a graduate or undergraduate credential program intended to (or advertised to) satisfy educational prerequisites for a state-issued professional license, certification, or other credential offered by a third party that is required for employment in an occupation.
Prospective student location. For the purpose of this policy, the location provided by the student during the application process.
Enrolled student location. For the purpose of this policy, the physical address where the student resides while enrolled.
On-campus program. For purposes of licensure disclosure, on-campus program refers to any program that includes in-person coursework at Florida Tech.
Change of location. A student’s address change must be officially reported to the University.
Initial enrollment. The point at which a student has been admitted to a program or major before course registration.
Written Attestation Letter. A written statement in which a student attests or confirms that after graduation they intend to seek licensure and employment in a specific state or territory for which the Florida Tech program meets licensure requirements.
Procedures/Guidelines
Florida Tech will maintain and share state-specific licensure disclosures on its University website and with incoming students who express interest in professional licensure programs.
The University will use the enrolled student location to disclose state-specific professional licensure information to students in writing via official University email:
- At the time of initial enrollment, before the student makes a financial commitment or registers for courses, students applying to licensure-track programs must complete a Student Attestation Form as part of the application process. This form confirms their understanding of licensure limitations and their intent to seek employment in a qualifying state.
- Within 14 days of formal notification to the University by the student of a change in location, if the student is enrolled in a professional licensure program. Students whose new location is in a state where the program does not meet licensure requirements must submit an updated attestation to continue enrollment.
Students will be notified if their program no longer meets licensure requirements in their state, and they must provide an attestation to continue enrollment. When disclosed to the student that the program curriculum does not meet state requirements regarding the state in which the student is located, the student may still enroll if the student is provided with information about the student’s state location designation licensure status and complete the written attestation letter stating they will seek employment at a location (where the program’s curriculum ‘meets’ state requirements) other than the student’s state location designation.
Program participation agreement regulations require that students from ‘does not meet’ states/territories cannot be enrolled in the program.
For students whose permanent address does not include a U.S. State or territory (e.g., student living outside the United States), their location will be considered to be the State of Florida (unless additional exceptions are noted). This designation applies solely for the purpose of licensure disclosure and does not affect residency status or tuition classification. The student location designation will remain in effect unless and until the student notifies the institution in writing of a change of U.S. State or territory location listed in the student’s permanent address.
The University will ensure that all licensure programs are reviewed and updated regularly for compliance with federal and state regulations.
